Winners revealed at 2011 Government Business Awards

The winners of the 2011 Government Business Awards were announced at Twickenham Stadium yesterday (17th February). Presenter Bill Turnbull (BBC News) presented 20 awards in categories that encompassed procurement, building, facilities management, revenue generation, human resources, finance, market research and sustainability.

A new agreement brokered by the NPIA will save £3.4 million a year - the cost of an average sized Police Force’s entire budget.

Local Government Procurement Award
Winner: Glasgow City Council - ACCESS public/private venture
ACCESS is a public/private joint venture to provide ICT and property services for the Council’s workforce whilst aiming to deliver massive savings over its ten-year tenure. In less than three years, the seven-strong team has already achieved £3.5m of annualised savings, significantly outperforming its three-year target and well on track to save a total of £30m.

Winner: Newcastle-under-Lyme Borough Council
Since agreeing a seven-year deal with its private sector partner, Newcastle-under-Lyme has more than doubled its kerbside recycling rates from 26% to 55% in just eight months. Food waste is being put to good use and produces enough electricity to power 1,300 homes in the region.

Winner: Salford  City Council - CCTV rollout/NLPG data merge
Salford Cpuncil collated information from all the CCTV cameras in the area and merged it with the National Land and Property Gazetteer (NLPG) database in an attempt to tackle crime in the area.

Winner: Gateshead Council - Electric Vehicle Procurement
Gateshead has become one of the biggest investors in Electric Vehicle technology by adding 10 electric vans to its fleet through the Low Carbon Vehicle Procurement Programme. Based on the Ford Transit chassis, vans are powered by advanced Lithium-Ion batteries, and can be fully recharged in around eight hours.

Suffolk demonstrated a commitment to sustainable forestry by building capacity in the local wood-fuel supply chain and installing wood-fired boilers in schools and public buildings.

The winning authority embarked upon an new waste collection and recycling model, which was implemented at another council last year. Its waste contractor is financially incentivised to perform by sharing any bonuses.

Outsourcing Award

Winner: South Derbyshire District Council
May last year saw the South Derbyshire sign a £22m outsourcing deal to take over the management of back office staff. The council estimates it will save £1.3m over the next seven years and will also save significant amounts in purchasing stationery and vehicles.

Sustainability Award
Winner: Newcastle City Council
This years’ winner was recently named the most sustainable city in the UK by the Sustainable Cities Index, which measures 13 indicators across environmental performance, quality of life and future-proofing. The council is working to reduce energy use, increase renewable technologies, and encourage the use of sustainable transport.

Regeneration Project Award
Winner: Bournemouth Council - Boscombe Spa Village seafront
One of the most deprived areas in the borough received a makeover in 2009, which has increased visitor numbers by 30 per cent. House prices are now five per cent above the area average.

Social Housing Award
Winner: Tower Hamlets Council - Clairedale Street Development
The winning project was designed to Eco Homes ‘Very Good’ standard and utilises renewable energy and high-efficiency gas boilers for heating and hot water that serves the apartment building of 33 flats. All three building blocks have green roofs with solar thermal panels for hot water.

Public Safety Award

Calderdale Council - Road Safety Initiatives
Calderdale's Safe Driving at Work strategy has seen insurance premiums reduced by 12 per cent. As a result, the Council will be helping businesses in both public and private sectors by highlighting the advantages of road safety training and supervision.

Financial Performance Award

In 2009 Redbridge became one of only a few to gain four stars for the quality of its risk management and internal control framework. It exceeded its own efficiency target in 2008/09 delivering £6.2 million of savings, with a further £6.8 million savings delivered in 2009/10.

Workforce Training Award

Merseyside Coaching Academy
The Merseyside Coaching Academy was set up to create a network of managers with coaching skills who could be deployed to drive improvement. Its ‘Coaching Skills for Managers’ programme has been a huge success.

In addition to reducing costs, Peterborough used the skills it acquired to trade with other public sector providers and deliver services to private companies within the locality. Revenue streams include benefits management and commercial procurement guidance for several other local authorities.

Hillingdon Council - Hillingdon Sports & Leisure Complex
Hillingdon's new leisure centre, opened in February last year, incorporates a purpose built, state-of-the-art library and adult education class rooms within a sports and leisure complex. The new facility has a fully fitted, British National Standard gymnastics area, an eight lane 25m indoor pool, and a high-tech gym with over 100 stations.

Market Research Award

Chelmsford's research partner adopted a collaborative and 'can do' approach to its research, which helped identify areas for improvement and informed marketing to help raise awareness of the parks and gardens in the area.

Citi has designed and produced a bespoke service, which expects to produce a 62 per cent efficiency for the council, and has evidenced a strong business case for the use of pre-payment cards in local government.

Outstanding Contribution to the Public Sector

Northgate Public Services
Northgate works with 90 per cent of Local Authorities in the UK. Founded in 1969, it was the first organisation to be accredited by the Institute of Revenues, Rating and Valuation as a training provider. Amongst many other responsibilities, It is responsible for processing 5.5 million fixed penalties and providing IT support to over 350,000 teachers.
